First of all Manny only offered the 24 day cut off bc he was on video seeing giving blood for his physical for the Hatton fight. The question is why didn't Manny sign? Floyd agreed to fight and even gave them 14 days which was more than fair. Why the hell did Team Pacquiao agree from the start only to back out and start asking for cut offs in the first place?

 

It is walking away when you agree to do it, ask for a cut off and then walk away from a reasonable cut off that was better than what your trainer and adviser said they wanted.

Yes Manny can offer that but Floyd has the right to offer USADA testing. These fighters have the power to do what they want as long as both agree to it. USADA doesn't give their athletes start dates and cutoff dates, they test 365 days a year 24 hours a day, there's nothing random about the testing mayweather requires, both fighters can use dope before the press tour starts

 

To answer you question, Floyd originally wanted full testing. Manny agreed and then backed away and wanted a 30 day cut off. Floyd offered a 14 day cut off. Arum came out and said they offered Floyd a 30 day cut off and that Floyd doesn't want to fight so they are moving on. The mediator came out and said Arum was not telling the whole story and that a 14 day offer from Floyd was on the table. Then Manny wanted a 24 day cut off. Floyd said 14 and Manny walked to fight Clottey. Floyd said right after that, "Manny will not get another cut off offer and that he was going back to his original demand which was full testing. Team Pacquiao came out after the Mosley fight, which had Floyd saying again that full testing or no fight, Manny said he will do 14 days which was not an option. the conte article states that if you know when the testing starts and when it stops that you can cheat easily, the testing would start at training camp and end after the fight. there's no proof he actually read the contract at that point and there's no proof he actually agreed to testing within 7 days of the fight, your asking me a question that can't be answered

What you need to realize is that while in training camp the USADA agents could show up at any time and test them which could prevent them from even trying something.
