    Yes...

-JMM fights anyone...No mtach ups based on styles, no waiting for fighters to get old, no cherry picking, no excuses.
-JMM has moved up in weight and fought the best in every division, and he moved up to 147 fought PBF #1 P4P and lost, then he moved up fought the P4P#2 Pac and won.
-JMM was robbed 3 times against Pacquiao.
-JMM is the definition of P4Pness

    Yes, it's 100% reasonable.

    I have:
    2. Pacquiao
    3. Marquez
... but I can see it the other way around.

    The real question is
"Is It Reasonable to Have Pacquiao Ranked Ahead of JMM P4P?"

Yes it is reasonable. These past years p4p rankings have become a joke pretty much to get on the list all you have to do is beat someone good.

Yes JMM beat him in '11 and '08, he's also only lost to Mayweather aside from that. Pacquaio has avoided Mayweather and a 4th Marquez fight.
