I know what it means because when I was a kid in the 1980s, I heard the term being used in classic Bugs Bunny cartoons made from the 1940-50s that was regularly shown on TV at that time. Other than that, it's not a widely used term, at least here in the U.S. Oh yeah, I heard John Wayne use the term as well.
