That was my idea at 1st but after Sweet Pea brought up footspeed and reflexes I say we go with overall. I still say Jones no matter what.
Camacho at 130 was a blur. At 140 and up he was still quick, but not dynamic like he was at 130. Have you seen his fight with Bazooka Limon?

As you can see, Meldrick's handspeed and combinations were lightning quick(I've seen faster from him than even that vid shows, I'm talking blink of an eye 8 punch combos), but his overall uppder body speed/reflexes and footspeed were definitely not on Roy's level.

Nobody underrates his hand speed. People always mention how fast his hand's were. Someone with underrated hand speed would be say a Donald Curry or a non weight drained James Toney. I agree Jones is probaly the fastest fighter I've ever seen pound for pound. Maybe only Camacho at 130 or Meldrick Taylor at 140 had faster hands. Nobody matches up with him with the combination of footspeed and reflexes.
In terms of handspeed, I'd say Taylor at 140 and Camacho at 130 were slightly faster. Although when you factor in all around speed, Roy is probably the fastest I've ever seen.
Just for the hell of it, heres a display of Leonard showing some handspeed. But it's in the form of a flurry. Jones looked as fast when throwing flat out combinations, which are more potent than fluries are. [yt]a-sPfSjnLJw[/yt]
Meldrick was fast as ****, but i've never seen anyone match Jones spped in their prime, especially in the higher weights.
