Honestly think that Manny needs to deal with Bradley first and prove that he was robbed, we already know that he didnt beat Marquez and Marquez is well with in his rights to ask for that kind of money and perhaps a different venue outside of Vegas. Real reason this was turned down is because Marquez has only aged one year since the last encounter and not the usual 4 that's always been necessary for Manny and Bob to find the courage to fight him.
