In a close fight usually the guy who got better the longer the fight goes should be favoured imo. Petersen had basically solved Khan by the end of the fight, it's on Khan to make the changes and i'm not sure he is capiable
Tbh I think they are good odds if they still the same fight week 9/2 is worth 20. Khan needs to improve his inside game does he have time to and it's not like Peterson was overly dirty so see no reason why any ref would break it up much.
