Probably because this show is under Polish Boxing Union (PBU) which is not member of EBU. Usually this new federation uses some EBU member federation there as well (usually Austrian federation, which is almost only EBU federation which has not signed the EBU commitment contract). According that contract other EBU member federation can not supervise the show on other federation´s country without that country´s own federation acceptance.

EBU member in Poland is Polish Professional Boxing Department (PPBD) and their "main man" is Krzysztof Kasnicki. Most promoters have moved to use PBU which shows are listed at boxrec as well. Meanwhile PPBD shows are no more listed at boxrec. For example Finnish female boxer Lotta Loikkanen fought in Poland at PPBD show for European title against Ewelina Pekalska and lost the fight, but its not listed at boxrec, but its listed at EBU statistics (and neither listed at boxranking website, im not sure if boxranking has any editor in Poland).

So according these EBU rules, no member federation can give authorization letter (permission) for its boxer to fight on PBU show now if there is not acceptance from PPBD and Krasnicki´s team is not giving that acceptance because it would mean the final death for his federation. And probably British federation has given threath for Greene that if he fights therem his career in UK in BBBofC shows is over and he has decided to cancel the bout.

Some federations still give acceptance´s and then those boxers are not allowed in EBU rankings and title fights etc...and this PBU case is also reason why there is not so many Polish boxers in EBU rankings currently.

PBU promoters are paying usually decent purses but for example I have had to reject all offers for my boxers for above reasons.
