Toney and Briggs are nowhere on the division's radar. They DO NOT deserve a title shot based on their recent performances or lack there of. I don't understand why people keep plugging these recycled names as though they magically expect these fighters to rise from the dead, when its clear they are shot to pieces. If their not, they can prove themeselves first against lower tiered opposition and by that I mean at least one fighter from the top 10. At this point, fighting Briggs or Toney Is a waste of time and money and robs other deserving fighters ( eg., Adamek, Povetkin, Haye) of their rightful, earned chance. True enough, the latter two haven't made it easy on themselves for this to happen.
You are absolutely right by claiming that neither Toney nor Briggs deserve title shots based on their recent accomplishments. However, they very well deserve title shots due to their past credentials in boxing. At times where unproven challengers like Sosnovski earn shots to fight the champs, there is no reason why the old timers shouldn't get another crack. There is a good chance that the past generation puts on a better show than younger completely unproven fighters (ex: Holyfield vs. Valuev). Hell, even John Ruiz fought a good fight against David Haye!

It ought to be ok for the Klitschkoes to take an easy fight once in a while as long as the fight itself is exciting (while it lasts). It may be ok for them to jab and grab against the very best opponents but against lesser contenders maybe take a risk and give the fans some more action? This is why the prospect of Briggs is somewhat exciting...he will chase Vitali and he's big enough that Vitali cannot keep him at bay with pure physicality...he'll have to avoid Briggs through footwork and athleticism and then close in for an early KO. Similarly, Peter will bring the fight for a few rounds at least. I understand Wlad has secured another date to fight in December. If he gets past Peter, who should he fight next? (everyone will say Adamek, but let's assume Adamek doesn't want to fight in Dec...who should Wlad fight in that case?)
That's not quite correct from what I hear. K2 said that they were going to suggest to IBF that they should strip Povetkin's mandatory status and sanction another fight. Blame K2 here.
