I think with multiple weightclasses now and multiple titles fighters winning belts and skipping through multiple divisions it gets exaggerated on how good they actually are. For example Broner is technically 4 weight division champion but would you say he's anywhere close to someone like Arguello who was only a 3 weight division champion? God no and that's why you need to apply context. Cruz was a very good fighter but he's not anywhere close to being an ATG.
No and he shouldn't make the HOF either but probably will seeing how weak the criteria is these days.
