Malignaggi says no random testing in the Brook fight

I don't understand why across the major organisations they can't come to some agreement about this to be honest.

 

Porter tried delaying the fight to go through every possible loophole to get out of testing.

What can the American commissions do with a fighter not based in thier country like brook??? Can some one explain??? What right do they have to randomly test a British fighter???
