I'll disagree with your first statement. Prime Pac doesn't really stop many individuals. Broner has a granite mandible. Let's not forget that Pac is a very good fighter, NOT Elite. Him and Broner would be a good fight, even prime vs prime.

Pacquaio is completely shot. Broner never was anything much he was just a hope. But Pacqauio is so past it now Horn beat him easy, that I'd expect even Broner to beat him.
