I think what Pacquiao did provides a harder wrap.

Don't know the specifics as to why stacking results in a harder handwrap, but as you said, Pacquiao did that, plus he rolled up pieces of duct tape and placed them between his knuckles so that he had high hard ridges at the knuckles.
Those high ridges are what broke Margarito's orbital bone.

Here's a fighter in Margarito who throughout the years has contantly been hit square by legitimate hard punching Welters and Junior middleweights, and all of a sudden a Pacquiao shot to the face results in his orbital bone getting shattered?

After what we saw Pacquiao do with the HBO cameras on him, stacking and placing the tape between his knuckles, somebody is going to say Pacquiao's handwraps were legit and had nothing to do with Margarito's orbital bone getting shattered?????? :huh

The thing about it is that Freddie Roach himself knows that Pacquiao's handwraps were illegal and dangerous, but his defense of it was that DLH was allowed to do it when he fought Pacquiao, so he was doing it.
