Surely it's a paper title if you face an average opponent to get the title, while Murray v Macklin could be worthy of a world title fight given Macklins performance against Sturm and Murrays against Martinez and Sturm. Rubio appears to be the interim champion anyway so I guess he would be upgraded to regular champion...
