No way is Wlad able to beat any of the top heavyweights even if Uysk isn't in the picture. He would get flattened.
He was well past his best 10 years ago, he might be able to beat some fringe contenders but at this stage, he's getting beat up by any top 10 active fighter. Wlad was a legend in his prime and I would love to see him come back and win some big fights but that is very unlikely.
