    Mayweather aggred to a lot of things in Pacquiao's favor: Weight, ring size and glove size. This was well publizied at that time.
    Pacquiao refused the one thing Mayweather wanted.
    There is one reason there has not been a fight betwen the two. His name is Manny Pacquiao.
