Testing isn't an issue any more. Only Arum is the reason why this fight ain't happened yet.

 

Pacquiao takes roids to help him train harder for the fights. Aiding his stamina and recovery so he can increase the gains from his training camp.

This helps him with his relentlessness and stamina during his matches. He is already a decent brawler, they just help him go for 3 mins every round.


He has also been matched against fighters that cant take constant pressure like this.

He got lucky DLH failed badly with his weight, and fought a DLH with no power, speed or stamina. DLH couldnt keep up with Pac and quit.


The reason Pac wont take the test is because he will fail. Otherwise it would have never been a problem, especially as he was set to make more money than he had made in his entire career.
His promoter knows boxing better than anyone and had promoted Floyd for years. He knew Pac would lose to Floyd, thus making Pac less marketable in the future. Top Rank have taken the angle that Pac is the person the best boxer in the world is afraid to fight.

This meant that by avoiding Floyd they where able to maximise the money they made off Pac, knowing that they always have the Mayweather fight to fall back on, once Pac had no one that will bring in the big money or if he lost.
