If they ever meet in the boxing ring, Floyd will be the superior boxer.
That is beyond question -- at least at this point.
The only time that Manny was a genuine threat to Floyd was when he demolished Cotto.
After that, Manny has shown some decline and after that KO loss to JMM, who knows where he is right now?

Strictly speaking of their resumes, FMJ has nothing close to Barrera x2.
Pacquiao's legacy is leagues above FMJ as of now, the only real path that I can imagine for FMJ to take to eclipse that of Pac's was Sergio -> Pacquiao.
But both fighters are not that much relevant now so for all intents and purposes, FMJ missed his chance of having the better legacy than Pac.
He dug his hole deeper when he decided to take on Ortiz and Guerrero.
