It doesn't inherently mean Pacquiao wasn't as good at 135lbs than he was at 130lbs, especially given Pac dominated bigger opponents than lightweights later on. But yeah, I'm picking Duran by KO, but if anyone has a chance of KO'ing Duran at 135lbs, it's probably Pacquiao.
