I dont think that you could put floyd on the list, he hasnt fought in two years, and there is a chance that he could come back and suck. I dont have a problem with the rest of your list except number 6 fighting 100 fights dont make you p4p, when your not fighting anyone good.
I disagree. Winky wasn't shot. The Winky who showed up that night would still give anyone in that division a good fight. It wasn't so much about what Winky did wrong but what Williams did right. Give the man his due.

He doesn't suck. You don't know the difference between a shot fighter and a faded fighter when you see one. Winky could still compete at a top level at 160. Williams was a stylistic nightmare for him a young fighter with a sick work rate.:deal
Williams is top 5. He'd beat Cotto or Shane i think thats very obvious. And he could move up and beat most of the guys one or 2 divs north. No other WW could. He's got brutal power, incredible workrate, he's a beast. He's clearly #5 For those who disagree, who you have higher other than JMM, MP, FM or BH?
Funny how everyone writes off Williams's win over Winky when half this forum picked Winky to beat Williams. Some even said that Winky was gonna school PWill. But NOW Wright is shot, feather-fisted blah blah blah.
