From a technical standpoint, I would agree. He's just more fundamentally sound but that ain't all there is to it in a boxing match. I don't think he has the right body type to go up like Pacquiao so its unfair to compare.
That’s silly. No one will match what pac has done in terms of moving up weight classes. It doesn’t mean h2h Inoue can’t be better than Pac if he doesn’t go up to 135. He’s also not on Roids.
Skill-wise, Inoue may be better than Pacquiao. The guy is freakin' good. However, at this point, Monster has not come close to the achievements or quality of wins on Manny's resume.
He’s the superior technician and more dominant force but his resume won’t come close to touching Pac’s achievements, which is already very hard for most fighters to replicate anyways. Inoue doesn’t have enough HOF opponents that can compete with him unfortunately. For Inoue to be compared to other great boxers is already a testament to his own greatness. Inoue has already established himself as Japan’s greatest boxer since Harada and could very well surpass him when his career is over but time will tell.
Inoue is NOT on Pacquiao's level for the same reason Crawford ain't on Mayweathers level or Bivol/Beterbiev on Roy Jones Jr level, etc. The problem is they've simply not faced enough top tier guys. This is true of every single top P4P great out there today compared to their predecessors with the possible exceptions being Charlo at 154 and Canelo at 168.

Hmmm. PAC was a phenom. Flyweight to Welterweight and most everything in between. Inoue would need to go to lightweight to even be within a sniff of what Pac achieved.
