No he is not. Take the Chavez fight with Whitaker for instance. Whitaker didn't have nothing to keep Chavez off of him. Mayweather would have hit Chavez with so many flush lead rights in that fight. Chavez would have a much harder time with Floyd than he did with Pete. That said, I scored Whitaker/Chavez 116-112 for Pete.

Very close fight, probably hard to score & controversial. I fancy Whitaker by SD but he definitely would not win clearly or easy as some will no doubt claim here. Could go either way in all honesty.
Just an observation: Whitaker was well past his peak when he faced Oscar de la Hoya, and he faced a prime ODLH. Sweet Pea still arguably did better against DLH than a peak Floyd Mayweather did against a past prime ODLH. Of course this is irrelevant as to whom would win if they fought each other, Whitaker or Mayweather, but it gives an indication that Sweet Pea was a greater fighter. I voted Sweet Pea by decision.
Its true that Whitaker had a 50/50 fight with a prime DLH but FMJ did better than 50/50 vs a past prime Oscar + it was at 154 (a weight better suited to DLH) Also... Mayweather`s offence was far far superior vs DLH than Pea`s was... Pea was far too negative, thats why he lost the fight IMO... his defense was A+ that night, better than in recent fights leading up to the DLH fight but he did close to jack **** offensively... & Floyd`s defense was still good vs Oscar, very good actually.
I'd pick Whitaker at any weight. It would be a close fight but I personally think Whitaker was better defensively and his awkward style would pose problems for Floyd.
