It's stunningly normal for non-title fights to not adhere for the same strict weight restrictions as title fights. Why would they? If you look at Amir Khan's early career as an example, he was always billed as a lightweight, but only weighed in at the lightweight limit once in twelve fights before he started fighting for titles. Same for most fighters.
My point being that Pacman and Cotto didnt fight at catchweight cause they both weighed under the weight! 147 welterweight, Pac 144, Cotto 145.:-( Come on guys eh
As much as it chokes me to say it , you are absolutely correct. (although I think that if you are fighting for a title then there should be no weight restrictions in any contract)

Yeah me anaw Really stupid having an agreed weight limit under the title weight, so techinically not a catchweight contest but something else altogether, so we are right and wrong all at the same time Oh I give up now. Although if Pcman and Cotto did have an agreement to come in under 145, depends on which article you read, and Cotto had come in at 147 they could have still fought for the title but he would have to pay a fine for being overWTF
