Some of those guys don't have skinny legs. Tyson doest not, Glolovkin does not, Hagler does not. Thin legs who can hit are Wilder, Hearns, Arguello . Those guys. Part if the power comes form the legs, but most of it comes form the shoulder and arms. The legs themselves are a secondary par of the equation. You hit some with the shoulder and arm muscles primarily.
One thing I've learnt from watching boxing is bodies do not win fights nor do they determine what assets a fighter has. The only body stereotype which seems to hold true is heavy set muscle bound heavyweights struggle for stamina but Joyce Joyce is breaking that wall. He was quite lean back in the day though.

Heavy hands is joint stability basically. Dense bone structure that doesn't lose a ton of steam at the junction points (the shoulder, the elbow, the wrist and knuckle bones). Imagine hitting someone with a collapsible walking stick, then hitting them with a solid walking stick. Even if they both weigh the same and are both identical in speed, trajectory and so on the solid walking stick is going to deliver more of the power of the swinger than the collapsible one since less energy is being dissipated on impact. Obviously every human is some variation of the collapsible variety since we all have joints, but the stability of those joints is what makes the difference. More stability, more "heavy hands."
That's because the type of body many associate with strength (the bodybuilder physique) isn't actually the best type of body for generating dynamic power, or even static power. Also, Bradley's footwork sucked a lot of the time so he was often lunging with his shots or smothering them in close. A guy with a solid core, longish limbs relative to his overall weight, good understanding of weight transference (which starts with the feet and works its way up) and dense bone structure is always going to punch harder than a guy with beach muscles and a narrow waist, short arms, crappy weight transference and the skeletal structure of a small bird. They just won't look like they should punch harder.
I remember that guy that was first tot KO Khan. Breidis Prescott. Such skinny legs but man he could hit.

Wilder doesn’t have skinny legs. The recent pictures are just proof of him improving his ability as He’s been working on his balance by sparring whilst using stilts.
