Prince Naseem Hamed had one punch knock out power in either hands yet he had pretty skinny arms. They said back then that his strength came from his legs so my guess is that pound for pound Prince Naseem Hamed has the strongest legs

Yeah, I was always taught to keep muscle off of my top half incase it restricted speed or movement. Being a smaller guy, you need a solid base, so leg work is very important. As mentioned, Mosley had very strong legs. Pacqauio too.
Pacquiao has the biggest legs ive seen on a 147 lb'r and he is explosive as f*ck Look at Pacquiao's legs when he was 17 and still malnourished.. they were still big as f*ck.
