    After Schmeling(Buu) he died and went to heaven(training ranch) where he learned from blind Sam Langford(Old Kai) who unlocked his natural potential, turning him into a fully powered SSJ2. The whole event is demonstrated rather clearly in reznick's season box set of prime joe louis saga.

  9. you said heavyweight power levels but you are mentioning lower weight classes and I just read wikipedia.org and Foreman was a Legendary Supersaiyan at worse case
