    The theory of evolution says that its "The survival of the fittest"....that means physically as well as mentally....Morrison's time in life as the fittest is over....unless his needs are provided for and he receives constant care and observation his end is near.
    He has had more money and opportunities and has abused them.
    I vote to let him wander and twist until he dies and not waste taxpayers money doing so.

    I knew Tommy from the old days when I trained at his gym in KS a couple of times. He was always a bit of a head case but he was an OK guy. That picture blew my mind, I actually couldn't recognize him at first.
