You seem to fail to understand why they were both ranked so highly. It's because they beat the best in their divisions. Just like Golovkin, who is ranked so high yet people will still scrutinize his opposition. So let me help you understand. Gonzalaz cleaned out the division, in doing so he also barely beat Estrada, but still beat him. Hence why both are ranked so highly in many of the rankings organisations and P4P rankings.
