Yes, he was willing to do drug testing at any time however Mayweather wanted to be able to take blood from Pacquiao every day up until the fight, and Pacquiao felt that this put him at a disadvantage due to blood loss fatigue. So he agreed to do blood testing three times, including within two weeks of the fight, and random urine testing. Due to this Mayweather announced that negotiations were ongoing but that even if they agreed on everything he wouldn't fight again in 2010 or in 2011.

Simple. His style is a defensive one. He wouldn't fight toe-to-toe with Duran like Leonard did in fight 1. Broner will look to counter punch & spoil for the whole fight, which would frustrate Duran. Broner won't win, but Duran will not look good in the fight IMO.
