Not yet. He can fight Pac and Martinez and still be very highly regarded. He can also take on Williams or Cotto and prove he is man still. As it stands right now though, he couldn't retire right now and be really critically accepted as high as his talent demands. His resume doesn't support it.
To a degree. He has accomplished a lot, but didnt seek out the toughest challenges. Hes probably a top 30 fighter of all time. He may very well have been the best ever had he dared to be.

He never backed up his boasts about being the best of all time. He said Legacy don't mean nothing to him. Wasted talent in my opinion.
Floyd's never going to fight Martinez, simply because he's never going to go up to 160 and Martinez is sertainly never going to come down to a weight that Mayweather would fight at (which would be 154 at the heaviest).
Why are Pacs acomplishments as of late so highly regarded, out of De La Hoya, Diaz, Cotto, Clottey and even if he defeats Marg, which one of these guys will go on to be an all-time great, with the exception of a far past prime Oscar and i'm not sold on Oscar being considered as an ATG in the future, with Cotto and Hatton being the only decent wins, Diaz is ****, Clottey is a no one and well we don't have to mention why the Oscar win was no good. You only gauged Floyd off of three fights in your OP, so if his acolades at the lower weights mean nothing neither should Pacs.
Right on i'm was just giving an example, if Floyd by your standards is a wasted talent, Pac should be considered wasted too and i'm no Pac fan either, but i can dig it, i too feel Floyd is a ***** aswell but only for not fighting Pacquiao, he does talk alot of **** and i feel he is reluctant for whatever reason to fight Pac, but i won't discredit his entire career for not fighting one or two certain fighters.
If wasting your talent is going on to deliver on one of the greatest careers in the history of the sport, then sure, what a terrible waste. Aside from that, no. What so many people who only started watching boxing with "The World Awaits" fail to realize is that Floyd was a Hall of Famer and All-Time Great by the time he even left 130lbs. The guy is widely regarded as the greatest fighter to ever grace the 130lbs division. The fact that he did SO MUCH after 130lbs that some people actually think of him as a Welterweight when analyzing his career just goes to show what a force he's been in the sport. Floyd has been so dominant in the sport of boxing that it's nearly impossible to actually pin down when his prime was over a decade of fighting.
I don't thin he could have been the greatest boxer of all time, not even close. He always has been and always will be one of the greatest defensive fighters, not even close to the best boxer ever though.
