Anyone who comes into fights under 150 isn't a natural welter in my opinion. He is the perfect sized Jr WW.

In my opinion what weight you come into a fight at is irrelevant. Plenty of fighters don't put on much weight on fight night - doesn't mean they can make the weight division below.

wherever it's safe. wherever he can handpick some good names and avoid serious risks. phloyd is kind of like a chameleon who changes his weights to suit his ducking and dodging ways.

He could have easily stayed at 140 maybe even 135 if he had wanted to. As of right now he claims to be a welter and refuses to drop down in weight even when fighting a guy moving up from 135 so he should be expected to perform as a welter

I think his true class is 147, yet he is a little small for that class since I think his best weight probably is about 145. He is good at the weight. He just walks around at a much lower weight than most guys like Margarito and Mosley

    That seems like a contradiction...

He CHOOSES to fight at 147

I highly doubt Floyd staying at 135.

I recall during Mayweather's Lightweight days that he had to eat nothing but Ice Cubes several days before a fight, which isn't being taken into consideration

and as for everyone who "thinks" PBF can make 140 ... what is your source/rationale?

Cotto (who's much bigger, i.e. weights mid 150s on fight night at Welter)
    doesn't fight at 140

is it possible that Mayweather just outgrew the division?

cuz small Welter or not, he could have came down to 140 and beat Hatton at his weight but chose not to.

or maybe it makes too much sense that Floyd is too big for 140.

I think he's small for a 147 fighter, his natural build helps to make him effective along with his natural core strength. he's not a big puncher because he's worried about his hands, but I think he can do real damage still when he commits.

I'd say he's most effective at 140, but the money at 147 was bigger and the champion he took the lineal championship from, Baldomir, was weak enough that Floyd would be interested.

He could make the division below. He has fought at 147, so you refer to him as a welterweight, but he is really a Jr WW sized fighter fighting at 147, because 140 in the past has sucked arses dry. He fought Oscar at 154, it didn't mean he was the size of a typical Jr MW.

And yet he fought Hatton at 147. Why? And JMM at a catchweight? Why?
