I would think that you are right about there being a boxer or a few with foriegn prison stints but I can't think of any and other then a medical reason (like the hepC allegation) I don't know what else it could be.

He never had Hep c He was never busted for steroids. He didnt fight in the states when he was schedualed to because he applied for a visa to late. Its all very easy to look up.
I wouldn't be surpised if the tattoos held him back from fighting and being televised in Poland. I mean they don't have a good history with Nazis and having Nazi tatoos will assumably give you problems there.
