This post doesn't make sense. JC and Kess are similar in terms of ability, yet he schools kess, but loses to JC??? Dawson head 2 head would beat JC right now, but somehow he gets flogged by Mijares??? Head 2 Head is ridiculous, because at the lighter weights fighters can put there punches together more fluently with more speed due to their size. If they were naturally bigger fighters they wouldn't be able to fight the same way.

If Mijares can unify against Montiel and take out a Donaire-quality fighter, he should be legit Top 10, maybe even Top 5 worthy. Now he's right outside the Top 10 for me. Skills-wise, he's right up there. But the resume is not yet P4P worthy.
Top 20 p4p definetely. Ring Mag might insert him in the top 10 soon this year. Winky needs to be removed, he hasn't beaten a quality fighter in over a year, there are better boxers lined up for a spot right now.
I saw the guy struggle like hell and almost lose to Kawashima. That's not exactly PFP stuff and neither is his resume. 10-15 is OK because there's not a lot of PFP quality fighters but no higher than that. It will be hard for him to get much higher until others lose.
This is my first attempt. These are not necessarily in strict order. The H2H format upon reflection has proven tricky, as it has its pitfalls like P4P and is still not a true "top talent" list (a format which is less finitely provable - therefore less easy to the average joe and therefore less popular - than even H2H lists that rely on abstract analytical conjecture, and far less provable/easy/popular than P4P lists based on concrete but easily misleading accomplishment; funny as its difficulty and unpopularity belies its superior worth to both other formats). For instance, one might argue that a less talented individual who has more p4p ability to beat world-class (even top talent) opponents H2H - a guy like Juan Diaz - should be on this list. That may be true. For now, this is my first stab, and it's probably somewhere between a "top talent" list and an actual H2H (which is still not perfect, but far more attractive than accomplishment-based P4P format). Does H2H mean "potential ability to beat world-class opponents 10/10 times with the weight playing field leveled" or "ability to NEVER lose to world-class opponents under any circumstances"? Because in the latter case obviously people with glaring liabilities (but the strong likelihood of winning most of the time in most matchups) like Izzy and Rafa (who also wouldn't necessarily be at the top of an "all-around most talented" list with their high focus on offense) would need to go. :think
