Consider this, Onslaught tossed Juggernaut across the country easily, but The Hulk, in a blind rage, was able to destroy Onslaughts armor, effectively physically defeating him. The Juggernaut has a chance early, if he can get the drop on The Hulk and take him out before The Hulk has a chance to get mad, but in a straight up battle, The Hulk would get more pissed as the battle continued, and eventually Juggernaut would probably either give up, or get tossed into a different state and not be able to find his way back. The two have fought in the comics before, and it went down pretty much as I explained, The Juggernaut took control of the fight until The Hulk got mad and threw him into a mountain, the Juggernaut came back, of course, but then he got blasted by the X-men, so there was no real winner.

Onslaught's entire ploy there was to HAVE his armor broken up. He became multiple times more powerful once he was out of his physical form. He goaded the Hulk into becoming that angry and allowed him to have a go at him.

Also, Jean Grey went into The Hulk's mind and turned off the Banner aspect seconds before he went after Onslaught, turning off the what usually keeps him from going so angry he becomes feral, becoming more powerful.

Not to mention it's a more powerful incarnation of the Hulk than we're discussing here.

Or even 8th Day Juggernaut, who was tearing through the Exemplars (Who had a psychic above Xavier and friggin' Stonecutter) and who literally ignored a berserk Thor, almost killing him with a bearhug in Thor's own words.

Normal Juggernaut already fought WWHulk to a standstill, who writers had an erection over and called "The most powerful Hulk evar!!!1" so take that as you will.

Marko has a lot of feats like that, hence having such a strong fanbase especially for a villain.

At least he hasn't been as variable as Gladiator.

Hard to top going 100x the speed of light, smashing apart planets and compressing stars as a Pre-C Superman analogue to some of the **** he's experienced against the X-Men.
