Name wise, Manny Pacquiao. Prime wise, I think Bernard Hopkins. As in he took out the most at their best and some way past his prime.
has Mayweather ever fought outiside VEgas ...fighting at home is a massive advantage..... thats y pac and hopkins are better
pac has never drained his opponent and IMO each of his recent catchweight fights have been of more benefit to his opponent than himself. a lww vs a ww at 145 a ww fight where he allowed his opponent to come in over the limit (ignore the bs about the belt) and now a ww defence set at his opponents recent fight night weights. once you ignore the abc bs it's hard thinking of valid criticisms against pacman.
It's not close and it's not Pacquiao. Bernard has shocked the world against real opponents. Pac's rep is based on the smoke and mirrors of the last few years. all of Pac's best work was below 135 pounds.
No way is it smoke and mirrors you can only say that about that 8th title belt but besides that he has quality wins above 135, combined with his work below 135 and all those titles in different weight divisions means pac>b-hop, and I really like hopkins but pacquiao got this.
