He'd beaten nobody of note prior to beating Cotto and lost everytime he's stepped up since and between fighting Lara and Charlo, both fighters had little trouble with him he was back to fighting journeymen.

Yes he's got the Cotto win but that doesn't make him elite. It's like saying Zahir Raheem must be elite or A level because he beat a past it Morales. Considering Morales then went on to become a champion 6 years later whilst Raheem went to flipping burgers.
