It's because he has lost his biggest fights and looked less than spectacular against lesser oposition. His style is very difficult but he's not that great, I think after the Cotto fight he's getting his just due.

Margarito beat him. Cotto beat him with one eye. He does not have good speed or power. He is basic, one-dimensional, predictable, complacent. He is the most overrated fighter on ESB by a mile, and would not win a round against Mayweather or Pacquiao or Williams. Mosley would smash him to bits, and Cotto would beat him easier in a rematch.
Actually Cotto would give all those guys very hard fights. Saying he doesnt win a round against any of them is pretty much unreal. I think he would beat Williams and Pacquiao. Pacquiao much too small and wont be able to either hurt and land consistently to back him up. Williams can be outboxed and Clottey is a very good boxer so i pick him here. Mayweather and Mosley i dont think he beats but gives them both very tough fights.
Clottey is definitely a fighter that gives you problems, BUT he isn't complete... he doesn't have the determination or heart of a fighter
