He highly rated because he held two 126 pound titles,he fought pretty good opposition,Pacquiao and Barrera being the best of them and also hes very skillful.
Why is he so highly rated? I don't know, maybe it's the world titles at two weight classes or maybe it's the fact that he's one of the most picutre perfect boxers ever in terms of his technique.
Marquez has an undoubtly highly skilled technical boxer. Sometimes people just plainly overrate him. There's no denying that he is talented.

Well said Brooklyn. Marquez is indeed among the finest technicians ever to grace the sport. I'm not saying he's as great as Leonard or Duran. That would unwise and foolish. He's been held back a bit until the last 3-4 years. I think he's been unfortunate with dodgy decisions like Whitaker. However, he's great to watch. Every punch in the book. Straight punches, hooks, uppercuts from either side. I watched his fight with Juarez earlier. He threw an uppercut at long range with his left, his jabbing hand. Pretty difficult. You don't see many fighters delivering uppercuts at long range from the hand furthest away from them.
