Secondly: CBS/Showtime has publicly stated that their contract with Floyd doesn't give them the power to determine who he fights.

Third: Do you know what a contract is? It was a 6 fight deal worth X amount of dollars. Not to pay Mayweather after a fight would be a breech of contract, and they would get sued in court. And lose.
