There was no time for Andrade to land a last second KO long count or not, because Bute went down with two seconds to go of the fight. The fight should have been over by that point, as far as Andrade was concerned. The referee should have continued counting to eight after Bute got up, and demanded that Bute move towards him, to see whether he was technically knocked out or not. If Bute had made a step and kept his balance, he would have gone to the scorecards. If Bute had lost his balance or couldn't have moved in the first place, he would have called it a TKO. The referee did what he did because of a mistake by the timekeeper, who didn't ring the final bell two seconds after Bute went down.
