Damn straight:good Rees may not have been the best title holder but Kotelnik beat the **** out of him.
He should not be on that list; a very underated, handy boxer. Not elite level to be sure but very good all the same.

Campbell? Campbell fought and won that belt against Juan Diaz and is fighting Guzman next. What are you talking about. Valero should be topping that list. Check who this guy has fought since winning that belt. Here's my list: Valero Sturm Baloyi Mora Verno Philips
Kotelnik isn't a bad fighter at all. He's not a big name, and he's extremely dull and a promoters worst nightmare, but he's been pretty unlucky and on the wrong end of some decisions. Doesn't have any glaring weaknesses like a lot of these guys. Solid all-round technical fighter There are definitely 5 worse I feel
what does worst mean in this context. a fighter with limited skills or a fighter who fights awful competition? valero is a mixture of both but he is damn well effective. baloyi for some reaosn i have liked. not incredibly impressive but a decent fighter. hard to get by why is sosa on the list. and why the hell has boom boom start rolling on the floor. then releasing laughter? good jab good uppercut and a very good defence...the competition aint that bad either :huh
My vote for No. 1 goes to Phillips. At least some of those other guys have the element of the unknown in their favor. No disrespect, but Verno has never been all that, and he was gifted that belt over a quickly fading Cory Spinks.
Yeah, Phillips didn't even win his belt legitimately Anybody that lost to a guy Ryan Rhodes (the British champion) beat is definitely a suspect character
5 of the worst current (WBA, IBF, WBO, WBC) beltholders in no order Zsolt Erdei Verno Phillips Dimitri Kirillov Alex Arthur Joseph Agbeko
In fairness to Erdei, his problem is more lack of competition rather than lack of ability. That said, if you started a thread on most protected beltholders, his name would have to feature very prominently.
